If you are having trouble even after placing the textures in the correct location please check the following:
What operating system do you have? Is it 32 bit or 64 bit? If 64, are you looking in the correct program files folder?
Have you extracted the file you downloaded before moving it to the correct location?
Have you recently downloaded Garry's mod? If you've got the newer version of Gmod then you shall find the correct location through the "common" folder instead of your steam username.
The following instructions listed below will solve problems with the steampipe update and will most likely not be applicable for most of you.
1. Go to your steam library and locate Garry's Mod.
2. Right click on Garry's Mod and select properties.
3. Of the four tabs at the top, click the third one labelled local files.
4. Once this tab has been selected, press the fourth button labelled verify integrity of game cache.
This should solve problems with the recent steampipe update.
