You may be running a separate application or add-on that is interfering with certain Steam functions.

If you continue to see the issue after stopping any interfering programs, you'll want to download the
Steam installer again in order to repair your local Steam installation. Once you have the installer, run it and select the current file path of your Steam installation. This will make sure that you have all of the correct files in the correct locations, while preserving installed games and other account specific details.
Since you are also experiencing Steam Client crash, this can be caused by a variety of things, so please go through our
Steam Client Troubleshooting article for probable fixes.
If the problem still exists after completing those steps, please submit a few of your latest "crash_steam.exe..." minidumps with your next reply. They can be found in your Steam directory in the following default locations:
C:\Program Files\Steam\dumps
C:\Program Files (x86)\Steam\dumps
