First of all, green screen means that Xbox cannot start its rom. So, it may stuck on black screen which is not instaled animation of start. I realized this problem when I live at my dormitory. Look this reply on Microsoft social:

Your problem is on this reply but if you tried all of this solution and it does not work, it may cause as my situation. In my dormitory, if you want to connect Internet, there is another authentication as username and password. Furthermore, if you do not get data from modem, you are automatically out from internet. I want to get your attention on first cause of above reply: "
If you unit the parts you can realize that when you close your Xbox for a while like more than time out (for exp: in my dormitory 20 minutes) and open it, your Xbox will auto connect to your dormitory Internet but you cannot login to your account, modem will not send data to your Xbox. Finally, Xbox is not on internet and connected to Wi-Fi, it cause trying to find update from Microsoft Server. However, it cannot find because internet is not availabe. It will stuck on this screen.
To fix it just get your Xbox to away from modem and run it. You can change Xbox mode to offline or forget the Wi-Fi informations.
I thought that it is a interesting problem that you cannot realize first and decided to write on internet benefit for other players. I hope you solved problem. Have a nice day
