It's all about the lack of practical learning and "practising a language by speaking" issues in Turkish System.

Normally, an average student (from any country, doesn't really matter) learning English from elementry to high school (and even university) should learn how to speak English properly and not make grammar mistakes. In addition, fluency and pronunciation while speaking should be also decent. But as there are mostly "teorical" teaching methods over practicals (like just mentioning the grammar and vocabulary, no practise like speaking), Turkish people are not as good as foreign people in using language. By foreign people I mean, do not think like "English people are mentioned"; For instance, I have seen many Armeian people speaking English fluently and keeping grammar mistakes at the least level. Pronunciation, maybe, is not decent like the way we want to hear but still you can get what they trying to imply.

When the time schools use (more) practical methods, Turkish people will be able to learn how to do English stuff in language side.
