Does heat will damage CPU? like lower it performance permanently or reduce lifespan?? if it does, for example a processor max operating temperature at 90 C, then if it stay at 80 C to 85 C or something without overclocking is it safe??

TOMSHARDWARE: If it stays below its max temperature its fine for now. That said the hotter it runs it does eventually reduce its lifespan (eventual performance drops before full out crashes). Also the closer to its max temp it gets it can tend to throttle before it hits thermal protection.
Find out what are your CPUs safe and danger temp zones and what CPU temp is too high.
