The message you're getting with your recent refund requests is automatically sent when our system reads that several refund requests are being submitted by an account within an unspecified window of time.
The message is not meant to discourage Steam users like yourself who report legitimate issues with purchases. More so, it's intended to deter some users in our community who may appear to be abusing the refund system.
With that being said, we do provide multiple tools like, Customer Reviews, System Requirements information and Community forums that allow you to investigate a product before completing your purchase
