Yes, that was the plan. According to George Lucas in The Making of Revenge of the Sith, Dooku and Sidious agreed to test Anakin with that duel (which is also why Dooku provoked him). The plan was to bring Anakin at full rage and see if he was ready. If he succeed in defeating Dooku, then he was ready to become a Sith Lord. There was a scene in the original script of Revenge of the Sith, when Dooku and Palpatine were seen conversating before Obi-Wan and Anakin’s arrival on the Invisible Hand, where Dooku and Palpatine reveal their plan to let Anakin capture Dooku. Palpatine promised him that once Anakin was brought to the Dark Side as his new apprentice, they would have free Dooku from prison and he would have been involved in the conquest of the galaxy. The scene was however cut from the movie because it spoiled the reveal of Palpatine as Darth Sidious (I know that everyone already knew that but the scene in which Palpatine reveal himself would have definitly felt less climatic if we already saw him acting as a Sith Lord prior to that). The scene is however in the novelization.
