Why can't we speak English?

I'm 16 and we're still learning it. We're going to go to an university in 2 years and still we're learning simple present. They teach us simple present and in the exam they want us to solve conditional perfect problems. I'll never understand this I think.
 
Are they learning Turkish? they don't even care.
 
I always been good at listening, understanding. But i've been poor at writing and talking fluently opposite from them. It's still going on. I can improve easly but can't find a way, opportunity, time, enthusiasm to do it properly. I checked this mention 3 times for make it better and correct. Got many problems without meanings, not possible to find solutions.
