Why can't we speak English?

I think my English is at a good level, and i never went to an English school. Just by my school English + my efforts. Yes, i also do not like the education of foreign languages system too much. It rests more to vocabulary then grammar and that's the issue. They do not teach the logic, they try to make you memorize everything. That's the main problem. Also the newest generation's %90 is, i do not know, um... strange? They are mainly addicted to Instagram, TikTok etc. Students are not very great too. I think i am in the %10 percent, i mean, i am from the ones which are not doing strange things. I am more listening to lessons then watching the trash trends.
 
Despite being important, it's not the one to give all effort when learning English I think. Because in reality:

Without learning grammar: Where Eiphel tower?
With being learned correct grammar (we expect): Where is the Eiphel tower?
With being learned correct grammar without practise (That's the condition most of people are in): who- sorry where ei-ei-eiphel bridg- tower eeee is?

With focusing only grammar and learning english just theorically, we stuck at real life usage of language.

There are a couple of mistakes in yours as well.
If you say 2, it should've been "there are" and "parts".
In English, you can and in certain situations, you should use a comma before "and".
I can speak English either. I blame them cause they’re wrong so I focused myself as you said. Stop wishing, start doing!

You can speak English as well. Either is used when there's a negative situation here. For example, "I can't speak English either" (you can't say "as well" here), or "-I can't speak English, -Yeah, me neither."
